the phrase you're asking about is referring to using 2 of the same coupons on 1 product which you cannot do. (correct me anyone if i'm wrong). there is only one exception to this rule though - and that is combining a manufacters coupon with a store coupon.
for example - for this current gm sale going on, i can use 5 manufacturer coupons from a sunday insert that are for betty crocker fruit snacks and 5 printable coupons for the same item to purchase 10 boxes of fruit snacks total.
