Here is what I've heard:
Overseas Commissaries ONLY can use expired coupons - not stateside.
And, that link says: "Commissaries accept most types of coupons as part of purchase transactions in accordance with the terms and conditions stated on a coupon."
Most coupons state " Void if sold, copied, TRANSFERRED, altered, prohibited or restricted".
It seems to me you would have to find coupons that didn't have that wording to send.
Coupons do state " Void if sold, copied, transferred, altered, prohibited or restricted by law. Good only in the USA, APOs & FPOs" or "including military bases"
I've not had any problems sending coupons to military personnel overseas. Here's a helpful site if you want to participate in the Overseas Coupon Program.
